The problem is that no one know this yet.

The most recent thing that has taken place was on dec. 14, 200 Bill C-12 received Royal Assent but has not become active law and no anticipated date has been given by the government as to when that might happen.

To confuse things even further, there is much speculation that a federal election may be right around the corner. The trouble is that if Parliament is dissolved for the election before the Bill has been proclaimed as active, then the new government will have to start this process all over.

So the trouble no indication has yet been given so for the here and now we are forced to use the existing laws which stipulate that the 10 year rule is still in effect.
