STARTING OVER

If I left high school to work, encountered numerous financial problems, then my question is, IF I declare bankruptcy, can I still apply for OSAP to go back to school?

Yes you will still be eligible to appply for student loans, however I cannot comment on whether or not this application will be accepted. This is a question you are better off to ask directly of OSAP as they will have their own internal practices and controls.
