I am in bankruptcy and have been paying for my daughter to see a counsellor for depression. Can that payment be deducted from my surplus income for health-related expenses

If the counseling I qualifies as a tax deductible expense then you should not have any problem claiming it as a medical expense during your bankruptcy. If it is not tax deductible then it becomes more difficult. You have the right to request mediation regarding your surplus. At the mediation you may argue that the expense should be deductible.
