You would be eligible to file for bankruptcy in Canada if:

1. You owe greater than $1,000; and
2. You are unable to make your debt payments as they become due or your assets would be insufficient if sold to pay all your debts; and
3. You currently reside in Canada, you have resided in Canada within the last 12 months, or you currently own property in Canada.

If you can satisfy these 3 requirements then you would be eligible to file bankruptcy in Canada.

In terms of your friend being able to file on your behalf, this could only happen if your friend held your power of attorney.
