If one spouse files bankruptcy and the other spouse is not in bankruptcy can the spouse who isn’t in bankruptcy start a business and chequeing account of they’re own

Absolutely, if you are not the one who has filed bankruptcy there shouldn’t be any restrictions imposed upon what you can and can’t do.
