Sorry, but your tax refund cannot be used to “pay” your surplus obligation. They are two different things – rather they represent two different amounts of money that your creditors are entitled to when you file for bankruptcy. Call your trustee and they can explain this to you in greater detail (after all, that is one of things you are paying them to do…).
