if they garnish my wages do I get notified and if I have to claim personal bankruptcy and my car loan is in good standing not a single missed payment do I get to keep it

As long as we are not dealing with Canada Revenue Agency you will be notified of any garnishment action. Now they may not notify you of the garnishment itself, but you will be notified of the court action leading up to the garnishment.

AS for your vehicle, as long as the payments are in good standing and the equity withing the vehicle is less than the exemptions allowed in your province, then you will have no problem and will be able to retain that vehicle.
