i have debt owed to government for taxes is this at all included when i file for personal bankrupcy? Or do I still owe that debt to the government?

If you file for bankruptcy personal taxes are considered an unsecured debt and are cleared by the bankruptcy.

Now depending on what period the tax debt relates to you may have to file a provisional tax return, but these are the kind of details you should discuss directly with a local trustee.
