No the filing of a bankruptcy cannot assist you with your property taxes, as long as you are planning on staying in the property. Your property taxes are associated with your house and if not paid essentially constitution a second charge against your house, therefore they operate much like a second mortgage.

What the filing of a bankruptcy can assist with is dealing with any of your other debts and thereby freeing up cash with which you can make your property taxes.
