Yes, you can include amounts owing to Canada Revenue Agency when you file bankruptcy. They are an unsecured creditor, they don’t fall into the list of Debts that are not released by bankruptcy. Now CRA is a more active creditor than many and depending on the percentage of your debt they may make an attempt to oppose your discharge. While this is not common it is possible and you are best to consult directly with a local trustee to determine if you at risk of this happening.
