i am a united states citizen who was a resident of canada. i am no longer living where i should claim personal bankruptcy in ontario.

To be eligible to file bankruptcy in Canada you must either reside in Canada currently, have resided in Canada within the last 12 months or own property in Canada.

If you can’t fulfill any of these criteria than you could consider filing a bankruptcy in your country of residence. This will free you of the Canadian debt as long as you live in the country where you have filed. The moment you return to Canada the debt will have survived and you will be responsible to pay it. The only other option is to re-establish residency in Canada.
