amendment to bankruptcy law start from Oct2007

I did some search on website and found that an amendment to bankruptcy law is effective from Oct2007? Is it right? Some amendments are such as surplus income and length of bankrutpcy before discharge? Does any experters have this kind of information?

These amended laws are not effective as of yet as they still have to pass through the Comittee level of the Senate.

We have just found out that on December 5th, 2007 CAIRP will testify before the Standing Senate Banking, Trade & Commerce Committee to present the profession’s views on the federal insolvency legislation (c. 47 and Bill C-12), but even if everything goes smoothly I don’t exmpect these amendments will become effective until at least January of 2009 as it will take at least 12 months to have everyone involved at a position where change is possible
