Can I keep my inheritance if I have declared bankruptcy in the past, or am I obliged to repay my bills that were outstanding?

The only way you would loose your inheritance is if you are currently in bankruptcy.

If you previously filed bankruptcy and were successfully discharged, then these monies are yours to keep (assuming they didn’t become available while you weree in bankrutpcy and you purposely chose not to inform your trustee).
