No. with the exception of Canada Revenue Agency, debts owed to ordinary unsecured creditors (with or without a judgment and/or a garnishee) are forgiven if you file a consumer proposal or a bankruptcy in Canada.
The section that deals with court fines is relating to actions that are criminal or quasi-criminal in nature, and a debt owed to a creditor doesn’t fall into this category.
