is the new bankruptcy legislation on hold?

is it true that the new bankruptcy legislation is now on hold until 2007 instead of June 30, 2006 if so then any idea when in 2007 will it become effective.

On Wednesday April 12, 2006 the Canadian Association of Insolvency and Restructuring Professionals (CAIRP) advised us that that it is highly unlikely that the changes to the Bankruptcy and Insolvency Act will be proclaimed prior to 2007. Unfortunately this is the most recent and the most detailed information that has been provided to date.
