First thing you must make sure you are getting help for the gambling. There are a variety of ways to deal with the debt, but none of them will be helpful long term if the gambling continues.
As for fraud, you shouldn’t have to worry to much about going to jail or being charged with fraud. The more likely result (if you file for bankruptcy that is) is that one of your creditors will oppose your discharge as personal choices / decisions contributed to haveing to file for bankrutpcy. This isn’t guaranteed and will largely depend on the current local practices and procedures followed by the court in your jurisdiction, but it does seem as the mose likely result.
