In a proposal, you retain control of your assets. Therefore, you can start a business at any time during your proposal, or after it is completed.

However, because you are in the middle of a proposal, it will be very difficult, if not impossible, for you to borrow money to finance your business, so the business you start will probably need to be a business that requires no borrowed money.
