Does fostering children count as income? These funds are not taxed through the government. I don`t file these funds come tax time.

Yes, any money received from fostering is considered income. It makes no difference if the monies coming in are taxable or not they must be considered when determining the cost of bankruptcy and whether or not you will have to pay according to the Superintendent surplus income guideline.
