WHAT DOES IT MEAN IF THERE IS THIRD PARTY LIEN ON A TITLE OF HOME

Some one has registered a debt against the equity in your home. If you go to the land registry office (or have a lwyer do a search on line) you should be able to find out who has done it and then ask them why? Likely you owe the government money or you’ve been sued.
