If a single person is only allowed $1800 a month and the rent/utilities etc comes to more than that amount, what happens?

Unfortunately the surplus income obligation is simply based on your income, not your normal living expenses. So if you want to receive a discharge from bankruptcy the surplus income must be paid.
So you may have to look at ways to reduce your cost of living, perhaps consider a room mate or something along these lines and it will provide you the necessary room you need each month.
