How do you know if someone has a judgment against you? What is the limitation that a credit agency can collect on a debt?

If one of your creditors had a judgement you would have been served with court documents. Otherwise you can check your credit rating through equifax and likely a judgment would be noted there.
As for the minimum amount a creditor can collect, there is none. If you borrowed the money you legally are required to pay it back and if you fail to the creditors have a right to collect.
