If I am in debt because of gambling, is a Consumer Proposal something that would be accepted? Or is Bankruptcy my only option?

Certainly – in fact, a consumer proposal is the preferred choice if you can afford to make the payments. If you file for bankruptcy you may have to appear in Court in order to complete your bankruptcy and the judge will ask for proof that you’ve gotten your gambling under control(ie that you’ve stopped).
