About consumer proposal..

Am I supposed to be paying the trustee who is helping me with consumer proposal? Do they get commissioned? Also, is it okay to use a trustee who is not appointed by Court or the government?

ALL trustees are licenced by the federal government – if someone is not licenced by the government then they are NOT a trustee and they CANNOT file a consumer proposal for you.
It sounds like you are dealinbg with a debt consultant – trustees do not charge “upfront fees”, we are paid a percentage of the funds that are sent to your creditors.
You might want to call some one else BEFORE you sign anything – it could save you hundreds of dollars in bogus fees.
