I have a major debt with CRA, They have Garnished my wages, put a lien on my home. This has prevented me to aquiring a new mortgage, and to borrow any money. Would a consumer proposal help me ?

A consumer proposal may help to stop the garnishee and reduce a portion of the tax debt. The only problem is that you have waited to long. Once CRA puts a lien on your home that becomes a secured debt, like a second mortgage and that secured portion cannot be dealt with inside a consumer proposal.
