During a consumer proposal does or can your trustee that is looking after your creditors can they do a credit check from time to time?

Certainly, although someone would have to give them a reason to do so. You are not restricted from applying for new credit after you file a consumer proposal – it is just unlikely anyone will approve new credit while you are still sorting out your old debts.
