Who do I send a consumer proposal to when dealing with citifinancial. I sent one to the branch but the account manager is not willing to work with me. I would like to send it to the person or office that will take the time to read it over and to work with me. I do not want to go bankrupt but I will have no option if they choose not to assist me and I don’t. Think this.manager understands that.

I think you may have missed out on a critically important fact – only a licenced trustee in bankruptcy may file a consumer proposal. If you sent an offer to Citi Financial yourself they are under no obligation to respond, or even consider it.
There is nothing wrong with making offers to settle with your creditors yourself – in many cases, particularly with US based credit crads, they are quite receptive. As you have already learned, Citi Financial is not.
