is there is a cost for proposal like in Bankrupcy? What’s the difference as we don’t have a surplus income.

Yes, there is a cost to file a consumer proposal. Like in bankruptcy this cost is set by the legislation. But the difference is that this cost comes out of the offer you make to creditors. So you propose a settlement amount as part of the consumer proposal and then the administration fees come out of that.
