With the new consumer proposal laws, has CRA changed their ways of accepting it more now?

Unfortunately, they have not. If the majority of your debt is to CRA then they will NOT vote for a proposal if you haven’t filed your taxes properly every year (even though you didn’t pay). They also expect you to offer to repay at least the amoutn of the basic taxes owed (before interest and penalties). Every case is different, but those are the general guidelines we have to follow.
