I was wondering after the Consumer proposal is finished and during that time had a mortgage and or car payment and kept all this upto date, does this help with your credit rating after the proposal term?

A mortgage doesn’t typically report to the credit bureau, so it likely won’t have any direct impact. However, the fact you are current with those payments and likely have a little more equity building every month will technically help you as you start to consider re-establishing your credit.
The car loan, this one depends on the lender. Most times they are reported to the credit bureau and if so then it definately does help to re-establish things.
