If I purchase a car with financing and suddlenly have a loss of some income or basically in a situation where my best option is consumer proposal, can I still keep the car while maintaining the payments?

Yes – as long as you make the payments you may keep the car if you file a consumer proposal (or bankruptcy for that matter).
