Hello, I am a real estate agent and have just found that I have a garnishment set against me by CRA. If i do a consumer proposal is the order of garnishment frozen once the CP is filed?

When you file a consumer proposal there is an immediate Stay of Proceedings in place that will remove the garnishment that has been issued by CRA. Now with any garnishment timing is of essence, so I would recommend contacting a local trustee right away so that the can get things underway and hopefully beat your next payroll cut-off.
