if you do a consumer proposal do you get your income tax return money back

If you file a consumer proposal you typically are able to keep your income tax refund. Although, many people will use that refund to pay off a portion of their consumer proposal. This is a recommended practice as it can either build you up a bit of a credit in case you miss payments in the future, or it be used to pay the proposal off quicker.
