I understand that on September 18 the consumer proposal limits increase from 75k to 250k is this correct?

Yes, as of Sep 18 the new debt celing for consumer proposals is being increased to $250,000. For married couples filing a joint proposal the new threshold will be $500,000.

The threshold includes all of your debts (secured and unsecured) except for mortgage debts on your principal residence.
