misunderstood question

I asked a question yesterday and I think it was misunderstood. What I was asking was if the cra was holding the proceeds from my home in trust until the taxes were done (I dont owe them and I am not a late filer) in fact they owe me money as well as the fact they must now release the proceeds. What Im wanting to know is do I have to offer my other creditors ALL the money or can I offer them half of it and agree to pay them over the next 60 months? I have 2 small kids and NO child support coming in..I would like to hang onto some of it to help support us until we can clean up this mess my ex made…thank you for your time..
