I would like ask a question that if someone has filled for consumer proposal, and want to rent an apartment , Is his credit report will effect his rental application ?

This is really going to depend on your potential landlord. Not all landlords do check your credit history and even if they do it is questionable how they will interpret that report. So it is better that you ask this question of a potential landlord as I think you will find that each landlord will be different.
