i have called a person who is looking for a job and told me they were applying for a consumer proposal. Does this affect me or them if I were to hire this person??

A consumer proposal is a legislated way to avoid the filing of a bankruptcy. So it is designed to allow a person to negotiate a reasonable settlement figure with their creditors and then to make payments on that over time. It shouldn’t have any impact on you as a prospective employer.
