During the time of being in bankruptcy, is a person allowed to have a secured credit card? Not prepaid, but secured if they have not been discharged yet?

As long as you apply for the secured credit card after you have filed for bankruptcy, then there wouldn’t be any problem. The stipulation in the Bankruptcy & Insolvency Act says that you are not to have any credit cards in your possession at the time you file for bankruptcy, there is no reference to discharge. So you should be fine.
