do the changes september 18 regarding surplus income and bankrupcy extended to 21 months affect someone who filed for bankrupcy before septemebr 18?

No and yes. If you perform your duties properly such that you are entitled to an automatic discharge then the new rules won’t apply (or have an impact on your procedure).

If you don’t perform some of your duties so that you have to appear in Court to explain your conduct then I expect the new rules will be used to determine what you will be required to do in order to be discharged.

In other words – do everything properly so you don’t have to appear in Court…
