i when bankrupt 1974 in ontero and again in 1992 in nfld now i find my self in dept again is it agains the law to appliy again

There is no rule against filing multiple bankruptcy, but each successive bankruptcy is much more difficult than the last. As a result you may find it much better to file a proposal instead.
Either way, contact a local trustee and discuss teh ramifications of a third bankruptcy vs. a proposal and go from there.
