The short answer is ‘yes’ but there are some things to consider when including this type of debt in a bankruptcy. If you have arrears owing to Hydro Quebec from a previous, closed account then this can be listed in your bankruptcy estate. What you have to understand is if you need to open a hydro account for a different residence in the future you may be charged a security deposit as you defaulted on a previous account.
If you have arrears owing to Hydro Quebec for your current residence and you have not been disconnected already Hydro will often issue you a new bill starting from the date of bankruptcy with a new account number. The arrears will become part of the bankruptcy.
If you have already been disconnected at your new residence and need to reinstate your service, they may or may not require a security deposit.
It is important that you discuss the concerns you have with your hydro account with your advisor before you file your bankruptcy
