I am required to use my vehicle for work and I am paid a per kilometer allowance for this, Is this income?

Yes, this would be considered part of your total income if you filed for bankruptcy. But when you try to calculate surplus you would be able to use any fuel or other costs relating to the business use portion of the vehicle to off-set this vehicle allowance.
