Statistically speaking, how many times do the government oppose a discharge after the 7 year mark? I know you might not be able to give me an exact number as I can’t find anything online, but any indication would be a help.

No such stats are published. Based on my observations the decision to oppose is done on a case by case basis. If there is a bias it seems to be for higher levels of eductaion and professional designations – doctors and lawyers are more likley to be opposed than a BA in art history.
If you are using your education to generate income then you should anticipate an opposition and a requirement to repay at least a portion as a condition of your discharge.
