Consumer proposal fees

is it normal for the fees for a proposal to be paid “up front’ and is $800.00 reasonable?

No it is not. If some one is asking for an up-front fee then they probably are not a licenced trustee. It is likely they are some type of debt consultant that will refer you to a trustee to file your proposal once you have paid their fee.
Save your money, do a google search and find a trustee in your area and call them directly…
