Am I allowed to travel ouside Canada if I undergo consumer proposal/ debt negotiations?

Certainly – just amke sure you maintain your payments if you are travelling for an extended period. If you fall three payments in arrears your proposal will be automaticaly cancelled, regardless of where you happen to be at the time.
