Yes, any unsecured creditor can garnish wages regardless of the amount. Now in most instances the creditor cannot simply elect to garnishee, but they need to first go to court, obtain judgement and then they are in a position to garnishee. But in most instances that is one of the more common collection tactics that credit cards companies will employ.
