When you are dealing with normal creditors there is no maximum that can be garnished but a formula that must be followed that limits the amount that can be taken by a creditor.

However, Canada Revenue Agency is no ordinary creditor. They are not bound by these rules. While this doesn’t make a great deal of sense, they can garnish whatever they think is appropriate and the only way to stop this is by filing either a bankruptcy or a consumer proposal.
