consumer proposals and student loans

I owe 36,000.00 in Student Loans and I was wondering if I would qualify for Consumer Proposal, as I heard that I do not qualify to file Bankruptcy. I do not want to file Bankruptcy!!!
How could I make an offer to my Creditors and pay off at least 30% of this amount.

The rules with student loans are the same in both a bankruptcy and a consumer proposals. If you have taken any classes in the last 7 years then they cannot be cleared by filing either the bankruptcy or the consumer proposal.
