Is it fraud?

If someone filed bankruptcy and after making the claim they move out of their house, leave their 5 children in care of their spouse, start a relationship with someone new, keep the vehicle and not give it to the spouse and also claim Canadian Child Tax benefits for the 5 children under their name when they don`t have them? Is this cause for fraud reporting? If so where do I report it anonymously?

There’s no way to report this anomynously that will be believed – your best course of action will be to call the trustee handling the bankruptcy and speak to them. Most trustees will ask you to put your concerns in writing so they have a record for the Court. If you are not willing to put it in writing the trustee is not likely to do anything about it – as you may well imagine, trustee’s get a number fo calls from people that are upset with the person that filed for bankrutpcy and are just trying to make things uncomfortable for them….

Sorry, but if you want something done about this, you’ll need to speak to the trustee involved directly.
