Is co-signer liable for unsecured credit line, if the co- signer didn`t spend the money?

Yes, they are – that’s why the bank asked for a co-signer on the loan. I know this sounds harsh, but you should never co-sign for someoen and you should never ask someone to do it for you… now if you can’t pay your loan your co-signer will have to.
