I have a question about the person who got the unsecured credit card as the bank owed them -$1.45 and they were advised not to use it.
What would happen if they did use it before fully discharged? They indicated they had a partial discharge.

While it is unclear what the result may be, as a component of a bankruptcy the bankrupt is required to deliver to the trustee, for cancellation, all credit cards issued to him/her or any credit cards n their control. As this is a legislated requirement, failure to comply may be considered to be a offense under the bankruptcy and insolvency act. Now realistically, as a result of the credit that existed at the date of bankruptcy, I doubt that there would be a major issue, but you never know how the creditors may interpret this. You are best to simply not use the card until everything is finalized, and quite frankly, if it was me I would destroy the card just to be safe.
